I think based on the Cowboys draft, and what they still need for “insurance”, and it appears as if they will try and sign a couple of veteran players who are still unsigned free agents, including two positions in particular, wide receiver and quarterback.
By not selecting a quarterback late in the draft, and based on what Jerry Jones mentioned in the post-draft press conference, Cowboys would like their third-string quarterback to be a veteran…and not a developmental player.

Cowboys just selected Georgia Tech Tashard Choice with the 122nd overall pick. Choice led the ACC in both 2006 and 2007, and was a transfer from Oklahoma.
