Longview Officers Cleared of Wrongdoing in Two Incidents

candace_jacksonlpdLONGVIEW — A grand jury has cleared two Longview Police Department officers of any wrongdoing in separate shootings that occurred last month. KETK reports both cases were investigated by and presented to the grand jury by the Texas Rangers. Grand jurors heard testimony from Texas Rangers who investigated the fatal shooting of Candace Jackson (pictured). Jackson was shot by a Longview Police Department officer on May 9, 2013 at a residence on Eden Street in Longview.

On May 9, at 1:20 p.m. Longview Police responded to a “check welfare” call in the 2000 block of Eden Drive. Another call about 20 minutes later reported hearing several shots fired in the area. Soon after arriving in the neighborhood, officers came under fire from an individual inside the residence, later identified as the 38-year-old Jackson. Officers from various agencies responded to the scene including the SWAT and Crisis Intervention and Negotiations Unit teams. Traffic from Eastman, Alpine and Page roads and Lafayette Street was blocked off, and residents in the area were advised to remain indoors. Police spent several hours attempting to interact with Jackson during which numerous shots were fired at officers.

Jackson was shot as she stood at the front door holding a weapon. Rangers later found numerous firearms, including long-rifles and handguns, along with ammunition inside the residence. Jackson was transported to a local hospital where she later died.

In the second incident, on May 20, Longview Police responded to what began as a multi-vehicle accident in the 700 block of East Marshall Avenue, near Fourth Street. Officers arrived and found that several vehicles had been struck by a 2003 Mitsubishi. The Mitsubishi left the scene and drove eastbound on Marshall Avenue with several Longview Police units in pursuit. According to police, the driver of the vehicle refused to stop and continued towards Eastman Road driving in a reckless manner.

Officers deployed a spike strip just west of the Eastman/Marshall Avenue intersection. The vehicle struck the spike strip and veered towards a Longview officer, striking him, then turned 180 degrees and drove back towards the Longview officer. The officer fired three shots, two of which struck the driver. The driver was identified as Jose Sifuentes. He and the officer were both transported to Good Shepherd Medical Center for treatment. Sifuentes later died from his injuries.
