According to KETK, the parties entered into the agreement October 18. The board says it’s effective until such time as Terrell appears before the board and provides clear and convincing evidence that he is competent to safely practice medicine. The board found Dr. Terrell was arrested July 31 for diversion of controlled substances for another person’s use.

The Drug Enforcement Administration and the Department of Public Safety arrested Terrell and his assistant at a Tyler building at 212 Old Grande Boulevard that was formerly occupied by Pierce Primary Care Associates. Terrell, 53, and his office manager, Melissa York, 48, were both arrested for possession of a controlled substance by fraud as well as diversion of a controlled substance by registrants. Records show Terrell has no past criminal history.
