thumb_DPS-carPANOLA COUNTY Two East Texas teens are dead after a Panola County car accident. The Department of Public Safety reports, Collin Williams, 17, of Deberry, and Madison Rambin, 17, of Carthage, were driving down Farm Road 123 when their truck hydroplaned, left the roadway, and struck a tree. Williams was pronounced dead at the scene. Rambin was life-flighted to a Shreveport hospital, where she later died. A fund has been set up at First State Bank and Trust in Carthage to help Collin Williamss family.

The DPS says the Carthage High School students were not wearing their seat belts when the crash occurred. According to Teen Driver Source, 58 percent of teen drivers killed in crashes were not wearing a seat belt in 2011, an increase from 56 percent in 2008. Teens have the lowest rate of seat belt use of any age group, according to the Centers for Disease Control and Prevention (CDC). Officials say many deaths and injuries to teens in crashes could have been prevented just by buckling up. Seat belts reduce serious crash-related injuries and deaths by about 50 percent, according to authorities. The DPS encourages all drivers and passengers to buckle up, no matter how short the trip.
