Charges Dismissed Against Marshall School District Employee

Paul Warren Smith-throwing puppiesMARSHALL — Charges have been dropped against a Marshall School District employee who had been charged with animal cruelty. Following his arrest, Paul Warren Smith, 61, a maintenance/pesticide technician with the school district, was placed on administrative leave. Yesterday, the Harrison County grand jury decided there was no probable cause to proceed with prosecution. Smith was arrested after a video showed him dropping puppies over a fence.

The video was placed on a social media site by Pet Place. It shows Smith moving a card board box to the rear of a vehicle. He then takes puppies from the box and drops them over a fence. Lawyers, who came to Smith’s defense, saying he was acting as a good Samaritan when he discovered five abandoned puppies while working, and brought them to the Human Society of Harrison County’s no-kill shelter. They also said the puppies were dropped on the grass behind the fence and not the asphalt or concrete.
