About a hundred pieces of mail were found strewn on a Smith County road last month. Kenny Smith, Special Agent with the Office of Inspector General for the US Postal Service says this is unusual. He says in the last year, his office arrested 348 people out of 445 thousand employees…or point zero, zero, zero eight percent.
