Ex-Officer Accused of Child Indecency Back in Jail

LONGVIEW — A former Longview police officer out on bond after being arrested on several child indecency charges is back in jail after police said he picked up one of his victims from school — a violation of the conditions of his release. KETK and the Longview News-Journal report Michael Patrick Healy, 68, is charged with two counts of indecency with a child exposure, three counts of indecency with a child sexual contact, and one count of attempt to commit indecency with a child sexual contact. He was held Friday in the Gregg County jail on bonds totaling $500,000. The charges stem from incidents with multiple victims in the 1980s and 1990s and in March 2011.

Healy originally was arrested in March and released on $100,000 bond the same day. He was arrested again in August and was released from jail on $30,000 bond in October after petitioning the court for a reduced bond. Conditions of his bond prohibited him from contacting his accusers or their immediate families and stated he must stay at least 1,000 feet away from child safety zones and places where children might gather, such as churches, schools and day cares. But in a motion filed Jan. 11, officials said Healy violated the conditions of his bond Jan. 6 by picking up one of his victims from a Spring Hill ISD school.

Healy had been called by the school to pick up the student because he was on the contact list, court records said. A receptionist at the school recognized Healy because he had been to the school before, and she verified the incident with officials, records said. In the motion, prosecutors argue Healy’s actions were “deliberate and inexcusable,” given that he knew the conditions of his bond and is facing several child indecency charges.
