TYLER – The Tyler City Council has approved the city manager amending the agreement with Adams Engineering for the design of the Courtney Miller Drainage project and to authorize a contract with Capps-Capco Construction, Inc. to construct the Lake Street culvert replacement project. The Courtney Miller Drainage project, which is located between Courtney Drive and Miller Drive, has been on the Half Cent Sales Tax project list for more than 20 years. In 2006, Adams Engineering was commissioned to create an underground design for an open channel to alleviate property flooding. The project has experienced delays multiple times due to easement acquisition and funding constraints. This project is one identified in this year’s Drainage Capital Improvement Plan Strategy.

The proposed amendment includes additional engineering design, bid phase services and environmental permitting services. The amendment also updates the eleven year old hourly rate schedule to today’s rates. The original contact amount is $33,445 and included survey, a study, design, permitting and limited construction phase services. The proposed amendment adds both the scope and a fee to each item, which is necessary to complete the design phase and bid the project out. Another amendment is anticipated in order to cover construction phase services at the award of the construction phase.

Lake Street culvert replacement project:
Last June, two sinkholes appeared adjacent to the drainage culvert along Black Fork Creek Tributary at Lake Street. It was determined that the culvert was beyond repair and required replacement. The Brannon Corporation has since designed improvements to replace the culvert, assisted with easement procurement, and coordinated with franchise utilities. The project was publicly advertised and bids were opened on February 28.

Capps-Capco Constructions’ bid was the lowest at $345,859. This project, including design, construction and material testing, exceeds the allocated budget of $300,000. An ordinance adding $75,000 to that account will be necessary.
