Smith County Deputies Arrest Suspicious Person

TYLER – Authorities say they’ve arrested a suspect following an incident that involved drugs, a struggle, and a chase. On June 19 at 4:30 AM the Smith County Sheriff’s Office received a 911 call regarding a suspicious person in the 3300 block of N. Northeast Loop 323. The caller stated that the suspect appeared to be casing the business for a possible robbery. Smith County Sheriff’s Office Deputies responded to the location and were advised of the suspect’s descriptions and the description of the vehicle that they were seen in. Deputies then observed the vehicle parked on the side of the building occupied by three individuals.

A Deputy made contact with the driver. As the driver was being interviewed, the rear seat passenger was observed making a furtive gesture as if attempting to hide an object. For officer safety reasons, the rear seat passenger was asked to step out of the vehicle. As he exited, the suspect dropped a small plastic baggie. During the investigation the driver and passenger stated that they had been smoking marijuana.

As the Deputy began to conduct a pat down of the suspects for his safety, the rear seat passenger fled on foot from the location. The Deputy pursued the suspect and was able to deploy his Taser. The suspect fell and the Deputy began to place the suspect into handcuffs. During the attempt to arrest the suspect, he became combative, resisting arrest. The suspect and Deputy continued to struggle and ended up in the center median of Loop 323.

The suspect was able to break free and fled on foot south from the location. The deputy broadcast the description of the suspect, who was located a short distance away and placed under arrest. When the deputy returned to the vehicle, he found that both remaining suspects had fled.

The suspect who was arrested was identified as Torry DeWayne Bailey, a black male, 39 years of age. After he was arrested, he was found to have Cocaine, Ecstasy, and Marijuana in his possession. Bailey also had active warrants for his arrest out of the Smith County Sheriff’s Office, Tyler Police Department and Gregg County Sheriff’s Office. Bailey received medical attention at the scene and was then transported to the Smith County Jail.
