Boredom

There are so many police officers, FBI, Secret Service, sheriff’s deputies, Capitol Police, TSA screeners, U.S. Marshalls, National Guardsmen and state troopers surrounding the Tampa Convention Center that there is not nearly enough for all of them to do (which is better, I guess, than them having too much to do).

Thus the price being paid by those maintaining security is boredom. Everywhere you look, you see law enforcement officers for whom time passes very slowly.
